1. JOB PURPOSE
To lead and manage the Health, Safety and Environment (HSE) function of UEM Lestra Berhad by establishing and implementing effective HSE governance, standards, systems and practices across the Company's corporate activities, renewable energy projects and operations.
The role is responsible for ensuring compliance with applicable legal and regulatory requirements, strengthening HSE risk management, promoting a proactive safety culture, and providing strategic HSE advice to the Managing Director and senior management.
The Manager, HSE will work closely with project teams, contractors, consultants and other stakeholders to ensure HSE risks are appropriately identified, controlled and continuously improved throughout the project lifecycle, from development and construction through to operations.
2. JOB ACCOUNTABILITIES
1) HSE Governance & Strategy
- Develop, implement and continuously improve the Company's HSE strategy, policies, procedures, standards and management systems in alignment with business objectives and industry best practices.
- Provide strategic HSE advice and recommendations to the Managing Director and senior management on key HSE risks, performance and emerging issues.
- Establish appropriate HSE governance, accountability and reporting mechanisms across the organisation.
- Drive a strong and proactive HSE culture, ensuring HSE is embedded into business and project decision-making.
- Develop annual HSE objectives, initiatives, programmes and performance indicators aligned with the Company's strategic priorities.
2) Legal & Regulatory Compliance
- Ensure compliance with applicable Malaysian occupational safety, health and environmental laws, regulations, guidelines and statutory requirements.
- Monitor changes in HSE legislation and regulatory requirements and assess their implications on the Company's operations and projects.
- Liaise with relevant regulatory and statutory authorities where required.
- Ensure appropriate licences, permits, approvals, registrations and statutory submissions are maintained.
- Provide guidance to management and project teams on regulatory compliance and HSE obligations.
3) Project HSE Management
- Provide HSE oversight and assurance across Lestra's renewable energy projects, including Solar, BESS and related infrastructure projects.
- Establish HSE requirements and standards to be incorporated into project development, procurement, tender, construction and operational activities.
- Review project HSE plans, risk assessments, method statements, emergency response plans and other relevant HSE documentation.
- Monitor HSE performance of project teams, EPC contractors, subcontractors, consultants and other third parties.
- Conduct periodic project HSE audits, inspections and assurance reviews.
- Ensure significant HSE risks are identified, assessed and appropriately mitigated throughout the project lifecycle.
- Support project teams in managing high-risk activities and critical HSE risks.
4) Risk Management & Incident Management
- Establish and maintain an effective HSE risk management framework.
- Ensure appropriate risk assessments, including HIRARC/JSA or equivalent methodologies, are conducted for relevant activities.
- Lead or oversee the investigation of significant incidents, accidents, near misses and environmental events.
- Ensure root cause analysis and corrective/preventive actions are properly implemented and monitored to closure.
- Escalate significant HSE risks and incidents to senior management promptly.
- Analyse HSE trends and develop preventive measures to reduce recurrence and improve overall performance.

Contractor & Stakeholder Management
- Establish HSE requirements and minimum standards for contractors, consultants, suppliers and business partners.
- Participate in contractor prequalification and tender evaluation from an HSE perspective.
- Monitor contractor HSE performance and ensure corrective actions are implemented where gaps are identified.
- Work closely with Project Directors, Project Managers, Engineering, Construction, Operations, Procurement and other functions to integrate HSE requirements into business activities.
- Engage with external stakeholders and regulatory authorities on HSE matters when required.
6) Environmental Management
- Oversee environmental management requirements associated with the Company's projects and operations.
- Ensure appropriate environmental risk assessments, controls, monitoring and reporting are implemented.
- Support compliance with environmental approvals, conditions and applicable regulatory requirements.
- Promote responsible environmental practices, including pollution prevention, waste management, resource efficiency and environmental impact mitigation.
- Collaborate with relevant stakeholders on ESG and sustainability initiatives where HSE-related matters are involved.
7) HSE Performance & Reporting
- Establish meaningful HSE KPIs and performance indicators for the organisation and projects.
- Monitor and analyse HSE performance, trends, leading and lagging indicators.
- Prepare regular HSE performance reports and management updates for the Managing Director and senior management.
- Highlight key risks, areas of concern, improvement opportunities and recommended actions.
- Maintain accurate and reliable HSE records, statistics and management information.
8) HSE Culture, Training & Competency
- Develop and implement HSE awareness, training and competency programmes appropriate to employees and project personnel.
- Promote visible leadership and accountability for HSE at all levels of the organisation.
- Conduct or facilitate toolbox talks, safety campaigns, HSE briefings and awareness programmes where appropriate.
- Ensure employees and relevant contractors possess the required HSE competencies, qualifications and certifications.
- Encourage employee participation in identifying hazards, reporting near misses and continuously improving HSE practices.
9) Emergency Preparedness & Business Resilience
- Establish and maintain appropriate emergency preparedness and response arrangements.
- Ensure emergency response plans, procedures and resources are in place for relevant corporate and project activities.
- Coordinate periodic emergency response drills and exercises.
- Review emergency response performance and implement improvement actions.
10) Continuous Improvement
- Benchmark the Company's HSE practices against relevant renewable energy, construction, infrastructure and international industry standards.
- Identify opportunities to strengthen HSE systems, processes and performance.
- Promote the use of technology, data and digital solutions to improve HSE monitoring and reporting.
- Lead HSE improvement initiatives and ensure lessons learned are shared across projects and the organisation.
MINIMUM ESSENTIAL QUALIFICATIONS & TECHNICAL COMPETENCIES
Formal Education
Bachelor's Degree in Occupational Safety & Health, Environmental Management, Engineering, Science or a related discipline.
Relevant professional HSE certification(s) recognised by the applicable Malaysian authorities and/or relevant professional bodies.
Skills / Knowledge/ Qualifications
- Preferably 8–12 years of relevant HSE experience, with significant experience in construction, renewable energy, infrastructure, utilities, energy or related industries.
- Proven experience in managing HSE at project and/or corporate level.
- Experience in Solar PV, BESS, electrical infrastructure, construction or EPCC environments will be an advantage.
- Strong knowledge of Malaysian occupational safety, health and environmental legislation and regulatory requirements.
- Experience in contractor HSE management, incident investigation, risk assessment and HSE auditing.
- Demonstrated experience in developing and implementing HSE management systems, policies and procedures.
- Experience in engaging senior management and external stakeholders on significant HSE matters.
