What The Role Is
HTX is Singapore's Science and Technology agency that brings together diverse scientific and engineering capabilities to develop transformative, operationally ready solutions for public safety. As a statutory board under the Ministry of Home Affairs, HTX works at the forefront of science and technology to empower the Home Team with cutting-edge capabilities. Guided by our mission to amplify, augment and accelerate the Home Team's advantage, we are committed to keeping Singapore the safest place on planet Earth.
Aerial Systems (AS) domain of RAUS CoE is responsible for developing, deploying and maintaining the Unmanned AS (UAS) capability for the Home Team Departments (HTDs). This domain has two pillars, i.e., R&T and Systems Engineering (SE). The SE pillar focuses on working with/managing industrial partners for Continuous Integration – Continuous Development (CI/CD) to ensure HTDs’ operational systems are continuously enhanced to address evolving threat landscape, increasingly complex operational demands and deceasing Singaporean workforce. It is formed by a team of engineers championing the translation of proven technologies to viable operational capabilities, conducting Operational Trial & Evaluation (OT&E), inserting these new operational capabilities into existing operational systems, and maintaining these operational systems.
What You Will Be Working On
- The job holder is required to perform capability development work either via Continuous Engineering Programme (CEP) or DevOps with key strategic partners. He/she needs to translate proof-of-concept solutions to viable operational capabilities (TRL 5 to 7) and to conduct OT&E to validate the final articles before transiting into operational systems. He/she needs to perform tech insertion into operational systems either via mid-life upgrade or into next generation platforms/systems.
- The job holder is required to assist Head SE/AS to execute multi-year CEPs with key strategic partners, which includes integration of new technologies into operational systems.
- The job holder is required to execute the deployment and sustainment of UAS for HTDs. He/she needs to ensure the delivered UAS capabilities achieve the desired outcomes of the Ops-Tech Masterplan. He/she needs to deliver the Day 1 delivery programmes to ensure timely delivery of UAS capability to support operational needs. The job holder needs to execute the Day 2 operations in accordance with the planned schedules and stipulated timeline so that Home Team (HT) UAS fleet is well maintained with high availability and low downtime.
- The job holder is responsible for executing the deployment and sustainment of UAS for HTDs
- The job holder is responsible for the Continuous Integration – Continuous Development (CI/CD) of HTDs’ operational systems to ensure they are continuously enhanced to meet future operational needs.
- The job holder is responsible for the Continuous Integration – Continuous Development (CI/CD) of HTDs’ operational systems to ensure they are continuously enhanced to meet future operational needs.
- The job holder needs to execute the delivery, deployment and sustainment for HTDs. He/she must make informed decisions together with the Head SE/AS and HTDs throughout the end-to-end process. This involves identifying and addressing various challenges that arises throughout the process, ensuring that all aspects are aligned with the stipulated timeline. By effectively managing these aspects, the job holder will help ensure that KPIs are met within the established timeline.
- The job holder must keep abreast of the current technology maturity and stay informed about commercial technology. He/she must make informed decisions with the Head SE/AS to decide the best approach, i.e., buy versus build versus hybrid-approach. This will assist him/her to perform agile development to produce prototypes quickly and conduct short operational trials with users to validate concepts swiftly to accelerate HTDs adoption of unmanned systems.
- The job holder must evaluate the technical proposals from vendors and strategic partners to determine the price reasonableness and efficacy of development scope within the stipulated timeline. He/she needs to have a good understanding of the system hardware cost, development efforts and concept of operation to ensure that the proposal can meet the required key performance parameters based on the intended operating environment while ensuring value for money.
