- Bachelor's Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Civil Engineering or any other related engineering discipline.
- Minimum 5 years of relevant working experience in facility management, facilities maintenance, building services or industrial plant operations.
- Candidates with supervisory or managerial experience in a manufacturing environment will have a strong advantage.
- Possess a valid Certificate of Competency as a Certified Environmental Professional in the Operation of Industrial Effluent Treatment Systems (CePIETSO), preferably relevant to the company's STP system.
- Knowledge of sewage treatment plant operations, wastewater management, environmental compliance and DOE regulatory requirements is essential.
- Good understanding of building maintenance, electrical and mechanical systems, facility utilities and preventive maintenance practices.
- Familiarity with occupational safety and health requirements, environmental management systems and relevant statutory regulations.
- Strong leadership and people management skills, with the ability to supervise, motivate and develop a team.
- Good project management, planning, budgeting and cost-control capabilities.
- Strong analytical, troubleshooting and problem-solving skills.
- Good communication, interpersonal and negotiation skills, with the ability to coordinate effectively with internal departments, external contractors and regulatory authorities.
- Proficient in Microsoft Office applications, particularly Excel, Word and PowerPoint.
- Self-motivated, independent and capable of making sound operational decisions.
- Able to work under pressure and respond effectively to operational emergencies and urgent maintenance requirements.
Tanggungjawab
- Facility Operations & Maintenance
- Oversee and manage daily facility operations, including the Sewage Treatment Plant (STP), housekeeping, pest control, landscaping and building maintenance.
- Develop, implement and monitor preventive and corrective maintenance programmes to ensure equipment reliability and minimize facility downtime.
- Ensure all building infrastructure, utilities, facilities and equipment are properly maintained and operating efficiently.
- Monitor facility performance and identify opportunities for improvement in operational efficiency, reliability and cost effectiveness.
- Coordinate facility repairs, renovations, upgrading works and maintenance activities to minimize disruption to manufacturing operations.
- Sewage Treatment Plant (STP) & Regulatory Compliance
6. Ensure the proper operation, maintenance and monitoring of the Sewage Treatment Plant in accordance with applicable environmental regulations and requirements.
7. Monitor wastewater treatment performance, discharge quality, chemical consumption and relevant operational parameters.
8. Ensure compliance with environmental regulations, statutory requirements and reporting obligations set by relevant authorities, including the Department of Environment (DOE).
9. Ensure competent personnel are assigned to operate and monitor the Sewage Treatment Plant in accordance with regulatory requirements.
10. Coordinate environmental inspections, audits, sampling activities and follow-up actions to address any non-compliance issues. - People & Team Management
11. Lead, supervise and develop facility personnel, including maintenance technicians, housekeeping staff and other supporting personnel.
12. Plan manpower allocation, work schedules and daily assignments to ensure effective execution of facility activities.
13. Conduct staff performance evaluations, identify training needs and provide coaching to improve team competency and performance.
14. Promote teamwork, accountability and continuous improvement within the facility team. - Vendor & Contractor Management
15. Coordinate and manage external contractors, service providers and vendors for facility maintenance, landscaping, waste management, pest control and specialized repair works.
16. Monitor contractor performance to ensure work is completed according to agreed specifications, quality standards, timelines and safety requirements.
17. Review service agreements, quotations and maintenance proposals to ensure cost-effective procurement of facility services. - Safety, Health & Environmental Management
18. Ensure facility operations comply with occupational safety, health and environmental requirements, company policies and applicable statutory regulations.
19. Conduct regular facility inspections and risk assessments to identify potential hazards and implement appropriate corrective actions.
20. Develop, implement and monitor facility emergency response procedures, including fire safety, equipment failures and other emergency situations.
21. Ensure proper management of scheduled waste, general waste, chemical storage and housekeeping activities in accordance with applicable requirements. - Budget & Project Management
22. Assist in preparing and managing the annual facility maintenance and operating budget.
23. Monitor maintenance expenditures, control operational costs and identify opportunities for cost reduction without compromising safety and quality.
24. Lead and manage facility improvement and capital expenditure (CAPEX) projects, including planning, budgeting, execution and project completion.
25. Prepare facility performance reports, maintenance records, project updates and management presentations. - Perform other facility-related duties and special assignments as assigned by management.
