About the Role
Human Resources Manager is responsible to develop, implements, monitor and control the human resources policies and personnel functions for the Pentamaster Corporation Berhad and all its subsidiaries. Provide a full spectrum of HR services.
Responsibilities
Employment Terms and Conditions
- Outline, review and revise the employment terms and conditions for the employment contract of services to be used for all employees in all Countries.
Practical Employment Administration
- Develop and review the human resources procedures and policies.
- Propose to EC and CFO, CEO and COO on any changes and coordinate with Department Managers on the implementation of human resources procedures and policies.
Performance Appraisal
- Develop and implement the performance appraisal system based on OKR to evaluate the performance of the employees.
- Review the appraisal factors together with COO to ensure its effectiveness.
Compensation Management
- Develop the salary structure based on job grading and performance factors to ensure that Pentamaster Group offers fair remuneration to the employees.
- Research and review the remuneration and compensation package on a yearly basis to ensure its competitiveness as compared to the market rates.
- Outline, review and revise the compensation package to be used for all employees in Pentamaster.
Benefits & Welfare Administration
- Recommend types of benefits and welfare schemes.
- Review the benefits based on cost/benefits analysis and maximizing effectiveness.
- Plan the employee assistance programs to provide counseling services for the employee.
Performance Management
- Analyze the process of performance management.
- Define the critical success factors of a job and develop the corporate standard to ensure the employee achieves the desired result.
- Propose the performance management plan to measure the employee’s performance and the reward system based on OKR.
Training & Development
- Compile all training requirements required by the corporate, department and employees.
- Prepare the annual training plan with the training budget allocated in TMS system.
- Plan for the training after approved by COO.
- Follow up on the training plan, ensure all approved training has been organized.
Employment Legislation
- Advise the EC, CEO, and Division Managers on the overview of the Malaysian Government’s employment legislation in relation to:
- Immigration Act 1959 / 1963
- Employment Provident Fund Act 1951
- Income Tax Act 1967
- Employment Act 1955
- Industrial Relations Act 1967
- Employment Social Security Act 1969
- Human Resources Development Fund Act 1994
- Others relevant act applicable to employees.
HRM System
- Manage and monitor the implementation and control of HRM system, TMS, LMS and others system that related to employees.
- Coordinate with MIS developer staff to ensure the system is reliable and capable to be use efficiently.
Disciplinary Action
- Outline the disciplinary requirements and code of ethics to be observed by the employees.
- Promote positive discipline and counseling to handle difficult employees.
- Develop the Grievance Procedure and Disciplinary Inquiry Procedure for the Pentamaster and ensure the subsidiaries handle discipline problems in accordance with the specified procedure and within the limits of the employment legislation.
Occupational Safety & Health
- Coordinate with ESHO ensure activities and recording comply with the current OSH legislation.
Securities
- Monitor the contract security company, ensure they comply with all standard requirement based on Pentamaster.
Maintenance of Records
- Maintain the information and records for the staff.
- Keep track of the computerization of personnel records and data generated by the computer system for the Pentamaster Group.
Employee Relations
- Recommend practical approaches to the EC and CFO, CEO and COO to ensure that the Pentamaster Group promotes harmonious employer-employee relationships and drives the Pentamaster Group towards being the best employer.
Manpower planning
- Conduct Manpower planning to ensure that Pentamaster has enough skilled employees and no interruption in the project progress due to manpower attrition.
Budget
- Monitor all administration and Human Resources allocated budget to ensure all budget does not exceed the amount allocated.
Teamwork
- Assist fellow departments and subsidiaries in any way the Department can, to the best of its ability.
Qualifications
- Diploma / Degree in Human Resources Management or Business Administration
- Minimum 5 years’ experience in Human Resources able to work independent without any supervisory
- Must be computer literate.
- Familiar with current government regulations, employment and labor law
- in Malaysia.
- High initiative, drive, commitment and independence.
