Job Description

The Learning & Development Specialist is responsible for managing and driving the overall Learning & Development activities for Ichor Malaysia. The role partners with managers, Supervisors, HR Business Partners and the Direct Labour Training Manager to identify capability requirements, develop training plans and ensure effective implementation of learning and development programs.

The role serves as the L&D subject matter specialist and manages the end-to-end L&D framework, including Training Needs Analysis, annual training planning, training coordination, training effectiveness, competency development, training records and HRDC-related matters.

Essential Duties And Responsibilities

  • Manage and drive the overall Learning & Development programs and activities for Ichor Malaysia in alignment with business and workforce requirements.
  • Partner with managers, Supervisors, HRBPs and the Direct Labour Training Manager to identify skills, competency and development gaps and translate business requirements into appropriate learning solutions.
  • Lead the Training Needs Analysis (TNA) process by gathering departmental training requirements, analyzing competency gaps, prioritizing needs and developing the annual training plan.
  • Develop and manage the annual L&D plan, training calendar and training budget, ensuring programs are aligned with business priorities and effectively utilized.
  • Coordinate with internal trainers, subject matter experts and external training providers to plan and deliver effective learning programs.
  • Partner with the Direct Labour Training Manager to align overall L&D strategy with Direct Labour technical, skills and competency development programs.
  • Monitor completion of mandatory, compliance, technical, behavioral and leadership training and follow up with managers on outstanding requirements.
  • Manage and maintain accurate training, competency and employee development records, including training hours, attendance, completion and certification records.
  • Evaluate training effectiveness through feedback, assessments and relevant performance indicators and recommend improvements to learning programs.
  • Manage HRDC-related activities, including training registration, grant applications, levy utilization, claims, documentation, reporting and compliance requirements.
  • Monitor HRDC requirements and maximize the utilization of available HRDC funding for eligible training programs.
  • Develop and maintain L&D reports and dashboards covering training participation, completion, training hours, expenditure, HRDC utilization and other relevant L&D metrics.
  • Support the development and implementation of competency frameworks, skills matrices, career development and employee capability-building initiatives.
  • Partner with HRBPs and managers to identify critical talent and development needs and recommend appropriate development interventions.
  • Coordinate onboarding, leadership, technical, behavioral, compliance and other business-specific learning programs in partnership with relevant stakeholders.
  • Ensure L&D processes, practices and documentation comply with company requirements and applicable statutory or regulatory requirements.
  • Continuously review and improve L&D processes, systems and programs to enhance training effectiveness, employee capability and learning experience.
  • Lead or participate in HR and L&D projects and perform other duties as assigned.


Knowledge, Skills And Abilities

  • Strong knowledge of Learning & Development principles, training methodologies and adult learning practices.
  • Strong practical knowledge of Training Needs Analysis (TNA), training planning, competency development and training effectiveness.
  • Working knowledge and hands-on experience with HRDC requirements, training grants, claims and levy utilization.
  • Strong stakeholder management skills with the ability to partner effectively with managers, Supervisors, HRBPs, trainers and external training providers.
  • Strong analytical and problem-solving skills with the ability to assess competency gaps and translate business needs into effective learning solutions.
  • Strong project management and organizational skills with the ability to manage multiple L&D programs and priorities simultaneously.
  • Good communication, facilitation, presentation and interpersonal skills.
  • Ability to work independently, demonstrate initiative and take ownership of L&D activities from planning through execution.
  • Strong attention to detail and ability to maintain accurate training and compliance records.
  • Proficient in Microsoft Office, particularly Excel, PowerPoint and Word.


Requirements

  • Bachelor's degree in Human Resources, Learning & Development, Business Administration, Education or related discipline, or equivalent combination of education and experience.
  • 3–5+ years of relevant experience in Learning & Development, training, HR or a related field, preferably within a manufacturing or operational environment.
  • Demonstrated experience in Training Needs Analysis, annual training planning, training coordination and training effectiveness.
  • Hands-on experience managing HRDC processes, training grants and claims is strongly preferred.
  • Experience in technical/production training, competency management or skills development is preferred.
  • Experience working with internal subject matter experts, trainers and external training providers.
  • Relevant L&D, HR, training or professional certification is an advantage.
